ISM is owned by IBM, they're the exact same as IBM, but with unions. ISM's budget is provided by and managed by IBM (including staffing) and its board of directors all work for IBM. ISM wouldn't exist without government outsourcing to IBM. If you work for ISM then you're kicked around by government ministries or IBM. You are only allowed to do specific things as part of your job and there is no room to innovate. Come work here if you want a pay cheque and not much else.
